Evidence-Informed Policy Making Training Opens in Accra

A two-week training programme aim at building the skills of civil servants to tackle pressures of policy formulation and public interest has opened in Accra.
The Evidence-Informed Policy Making (EIPM) course is a collaborative training programme between the Civil Service Training Centre (CSTC) and Ghana Information Network for Knowledge Sharing (GINKS) with sponsorship from the Department for International Development (DFID).
Opening the training programme at the CSTC today, the Head of the Civil Service, Nana Dwamena Agyekum, said the country had just gone through the evaluation of the Ghana Shared Growth and Development Agenda I (GSGDA I) and recently launched the GSDGDA II.
He therefore urged policy analysts at Ministries, Department and Agencies (MDAs) to start looking at these documents and find out the linkage of policies to their ministries so that actions plans are not drawn without aspiration to national development.

The intervention of the sponsors, he said, was to build the skills and competences of civil servants to enable them translate this vision into implementable policies and programme.
Nana Agyekum lauded the EIPM as a unique policy that would move people away from the usual desk top policy formulation to a more rigorous scientific process.
He assured the sponsors that the CSTC would institutionalize the training to ensure that all middle level personnel benefit from the initiative.
Madam Clara Richards, Head of Evidence-Informed Policy Making (EIPM) in International Network for the Availability of Scientific Publications (INASP), said civil servants need skills to be able to search for relevant information and effectively communicate it to those who make policy.
The course, she indicated, was therefore to build the skills of participants to enable them improve the processes that were already in place to share information to those who make decisions.
She said the system—quality research and information sharing—as a whole had to enable correction and the use of good quality information, adding that researchers and people who were producing the evidence need to link up with those who were making decisions.
Topics that will be treated include the policy development process, EIPM in your workplace: what is evidence and what is EIPM, types of evidence, why research evidence and challenges of using evidence.
Others are introduction: why a research strategy, understanding the request for information, familiarize with the topic, networks, choose the right literature, search in the right places, using the right terms and keywords and filter.
The rest are why assess evidence, an approach to critically assessing information, research design, effective communication and messaging, presenting key messages and evidence: oral communication, effective written communications and data visualization and infographics.
